    Programme Manager – Constitution Building

    Context

    The International Institute for Democracy and Electoral Assistance (International IDEA) is an intergovernmental organization that supports sustainable democracy worldwide. International IDEA’s mission is to support sustainable democratic change by providing comparative knowledge, and assisting in democratic reform, and influencing policies and politics.

    International IDEA acts as a catalyst for democracy building; by providing knowledge resources, policy proposals and supporting democratic reforms in response to specific national requests. It works together with policy makers, governments, UN organizations and agencies and regional organizations engaged in the field of democracy building. International IDEA’s areas of expertise are: electoral processes, political parties, constitution-building processes, democracy and gender and democracy assessments. International IDEA works worldwide.

    It is based in Stockholm, Sweden, and has offices in New York, Latin America, Africa and Asia. International IDEA develops, shares and enables the use of comparative knowledge in its key areas of expertise: electoral processes; constitution building; political participation and representation; and democracy and development.

    In Myanmar, International IDEA has worked in three main areas: electoral processes; transition to democracy, and parliamentary support. International IDEA is expanding its work in the field of constitution building processes in Myanmar through the support to the establishment of the Myanmar Constitution Centre – MyConstitution. The aim of MyConstitution is to foster a home-grown, well-informed and inclusive debate through learning, advocacy and advice to all stakeholders, including political parties, members of parliament, ethnic armed groups, military, media and civil society organizations (CSO).

    MyConstitution’saims are to be met carrying out three main tasks: knowledge sharing, advocacy and advice. In order to share knowledge, it will offer these stakeholders training on a range of constitutional issues, on curricula based on the history of the country and comparative experiences. Issues will cover federalism, civil-military relations, natural resources management, and other issues relevant to the ongoing transition. As part of advocacy, MyConstitution aims to improve assessment and advocacy skills of local CSOs. Furthermore, it will provide on-demand expert advice on constitutional to these stakeholders and support CSOs in their advocacy on constitutional issues.

    Duties and Responsibilities

    • Conducts analysis of relevant constitutional issues and positions held by relevant constitutional actors and stakeholders;
    • Manages the assigned project throughout the project life cycle, i.e. from strategic planning and project design, funding and budgeting to project assessment and accountability; leads meetings and discussions, supervises publications and input from external providers;
    • Leads a team of contributors to the project, including staff members and consultants;
    • Maintains and develops relevant professional contacts and networks of cooperation with those active in relevant fields, including practitioners, policy makers, academics and the international community;
    • Is active in the search for information on donors and partners, preparation of reports and project briefs, identification of opportunities for initiation of new projects, and all other activities related to resource mobilization and partnership building;
    • Understands and manages the budget of his/her project(s).
    • Assists the Steering Committee, composed of international and local experts, after its formation with its works including organization of roundtables and dialogues according to the pre-designated rules and regulations;
    • Organizes and coordinates the conducting of training of the curriculum of MyConstitution;
    • Organizes and coordinates the conducting of assessments and advocacy tools with civil society organizations across Myanmar;
    • Supports to strategic communication of assessment reports for advocacy purposes;
    • Responds to requests by relevant constitutional stakeholders for research and information and plan by commissioning and producing constitution briefs;
    • Further develops MyConstitution’s website and coordinate and administer discussion on it.

    • Has the intellectual leadership to integrate innovation into his/her field of expertise;
    • Directly manages a team of contributors to the project, including staff members and possibly consultants;
    • Fosters team-based activities in his/her unit; collaborates with other entities of the Institute;
    • Acts as a model and mentor for colleagues;
    • Is expected to travel globally to any geographical area involved in his/her projects;
    • Follows internal procedures to ensure high standards of performance and compliance with Institutional guidelines;
    • Integrates a gender and diversity perspective in all activities.

    Education and Experience

    • Post-graduate qualifications, plus a minimum of 6 years of relevant experience in the implementation of programmes in the field of democracy support or constitution building.
    • At least 3 years’ experience in management positions;
    • Fluency in written and oral English;  Myanmar language would be a strong asset.
    • Has contributed to publications on the relevant subject; is recognized as a knowledge resource in his/her broad professional community;
    • Proven network of contacts in the fields of academia, political parties, civil society, government, state agencies and media  in Myanmar;

    Terms of Contract

    • Fixed term appointment for 12 months.
    • Duty Station – Yangon
